He is one of the training and recruitment officers for Gem Co. space division.
He uses yellow Enlightenment Kahlei. But his version is artificial and made by GemCo.
Other people that use this Khalei is Annie to teleport, see into the future, and heal. It's is very rare in it's natural form.
As you may know, this Khalei, both natural and artificial, can also be used to damage others. Phil uses it in Daughter of Eve.
Jeo uses it to propel the missile spikes on his sentinel. His advantage is that his ranged attacks are physical and can go through most space vehicle shields.
